Aww you poor thing! Has she EVER done it on the puppy pad? If she does then praise her and love on her and make sure she knows that what she did was AMAZING! haha. That's what I did with my Kelsey, and she got the hang of it. She was pulling the "poop and pee" next to the pad ON PURPOSE, on me for a while. Now she does it on accident so i let it slide..
Good luck, she'll get it soon. Read up on any pottytraining. There's tons of books and stuff online.
