I'm glad you found a vet you are comfortable with and who will not rip you off. I would personally be hesitant to both anesthetize and give puppy shots together. My vet was very cautious with Sissy's shots - would only give one at a time and spread out two weeks apart at a minimum. As for pulling baby teeth without the adult ones being present - I'm not sure here, but it seems like this could cause problems with spacing when the adult teeth come in. Baby teeth don't always need to be pulled, only if they are still there when adult teeth are also present in the same space.

It is possible that this new vet is looking to combine things to keep the cost down since you were ripped off by the other vet. Good luck.
