Default That's so sad

I feel bad for the little puppy too!

I'm sure if it's a lake house, the landscape may not provide for fencing and it's probably a seasonal home anyway, maybe that's why the dog didn't have "things" like water, house, food. No excuse obviously, let's just hope the people treat it better at home.
I'd go talk to the lady if she said the dog was a pain in the butt, you don't want the fact that you "stole" a dog following you around. I'd just ask her outright if she wanted to get rid of it and you'd find it a good home. I wouldn't mention anything about money either. If the dog is a pain in her butt, she should be happy to have someone else offer to take it off her hands.
