I just had your question PM'd to me by another member and here is my reply. I hope it helps you.
I know how frustrating it is to see your baby suffer with itching. Jazzie was like your baby and suffered with itching from the time she was 6 months old. Every time we took her to the vet, they would give her anitbiotics and a shot of cortizone. I felt so ashamed when I found out how bad cortizone is for her and started to look for other options to help her.
First thing I did was to take her to a veterinary dermatologist and had her tested for allergies. It was a simple blood test and her results showed she is allergic to cats, dust mites, and seasonal pollens. We were lucky it was not food allergies. Food allergies can only be determined by eleminating one thing at a time to see what makes them stop itching. It takes time and a lot of record keeping and diligiance to determine the food cause.
Ok, so to help your little kiddo. Frist, stop the people food except vegetables and fruit (no GRAPES!!!). Especially bad people foods are:
Dairy Products
Soy Products
Wheat Products
Corn Products
I don't know what kind of dog food you are feeding but try switching her to Natural Balance Duck & Potato Formula. They are sold through Petco but NOT at Petsmart. This change alone should help her within 30 days or so. Make the change over a week or so. Don't stop the Benedryl! Most likely the diet is preventing the medicine from helping her.
