Sadly, this does not shock me at all. I know that some states have laws restricting the sale of pups unless they are XXX old, but I realize that we don't have those laws here. I can vouch for you and say that I completely understand your position here. In our neck of the woods, 6 weeks is the standard age pups are placed. Unless I had done the research ahead of time with the intention of buying breeding stock and worked with breeders FIRST, I would have NEVER thought twice about it because it's just what everyone is accustomed to here.
