I had the same issue with Roxy. What I started doing was having my daughter bathe her while I held her securely. It wasn't necessarily the answer initially but it helped calm her enough that she began to understand that it was less scary to struggle. It wasn't easy to have 4 hands working on a 1.8 # pup but I didn't know what else to do.
Things are getting better since Roxy learned to sit and hope things will get better with a little more "stay" training.
