Years ago I had the same problem with my little Muffin. My vet said to give her a little cherry-flavored children's benedryl in a dropper. It worked for us. I don't know if it would help you or not. It seemed to happen in the spring and autumn mostly, so we thought it might be allergy-related. Anyway, it took care of the problem.
