Are you positive it's not dried milk??? That stuff dries like glue and feels scabby and is hard to get off. I thought my pups had scabs around their face until I discovered it was milk. Maybe take a warm damp cloth and moisten it a little and see if it softens up, after they eat when they are sleepy. Just a suggestion. I hope that's all it is!
