Dougal Licks himself when he's depressed or bored. I went away on holiday last year when I came back he'd licked the skin off on little spots on his forelegs!!
With Dixie on the other hand its a dominance thing. She'll leap on a person and lick and lick their nose and mouth - a trainer once said she's not being cuddly she's saying "kiss me now B*tch". I notice she'll do it to dougal and other dogs that she wants to boss. But I imagine that Dixie being pushy comes as no surprise to anyone!
