I second this suggestion. If she is too shy to take treats from strangers, have them toss them to her. Given enough treats from enough different people, she will learn that good things come from strangers!
Also, please note (although this may not apply to Hayley) that taking a dog everywhere with you
in a carrier does NOT count as socializing a dog. Puppies don't learn how to cope with new people on their own this way.
