When you say she doesn't make friends very easily, do you mean people or other dogs? In what sorts of instances does she snap - is it always or only under certain circumstances? Also, what type of socialisation has she had?
I wouldn't worry by the way, I've read that Yorkies are one breed that can always be retrained and she's still very young so don't be too anxious just yet
