I would do one of 2 things. Either talk to your sister about it and see if the 2 of you can convince your brother-in-law to allow the dog inside (although once inside, you still may be unhappy with how he treats your pup). Or, see if you can arrange to leave your pup with a dog sitter next time.

Sisters are few and far between. I don't recommend that you let this interfere with your visiting her.
