 My chihuahua is a snuggler
and loves to be packed around by me. She won't let anyone else pick her up but she is very friendly to strangers and loves to be petted. She is the sweetest lap dog. She is definitely a one person dog. If I try to have anybody else even walk her she refuses to move and just keeps looking for me. I've had her for 3 years (she was a rescue) and she still barks at my husband. She never bites though.
My newest dog, Dylan (yorkie) hates to be held and doesn't even like to be petted. He is only interested in wrestling with my other dog (Jack Russell). The only time I get to hold my yorkie is if he is tired and ready for bed.
I think that it is more personality than breed as my previous yorkie was very sweet and loved me to hold him.
