Do you go to an animal hospital (not a local vet)? Maybe their rules are stricter than a local vets rules. I go in with the pups (and the mom)... and basically stand there and tell them where to cut on each pup on the tail.... It's not like it takes all that long to do...
I would think that the pups would have to nurse during that 3 hour period you dropped them off
