If you know the dogs' owners, it might be a good idea to let them know what is going on, unless they are the defensive type.. I'd be on he phone to the police and animal control every single day until the problem was resolved- you can do those things anonymously. Take pictures and show them if you have to.
We had a problem over here in my neighborhood last year, this family had a Pit Bull that kept getting loose and wandering the neighborhood, like 5 times a day. The dog would constanly be in my yard marking his territory, and I would have to constantly be on the lookout for this dog if my kids were playing outside. Pit Bulls scare the heck out of me- It got so bad, and I got so mad, that finally I called the police 3 times, and animal control every single time I saw that dog (sometimes numerous times a day) until they actually DID something about it. A while later, there was an article in our Neighborhood association newsletter, reminding people of the leash laws around here.
I don't think those people kept that dog. I haven't seen him since.
