Hummmm...one of his ears was probably just meant to stay down. My sister's yorkie, Sophie, used to hold both us for the longest time. Then one day, one just fell down and she never put it back up! Here's a pic of Hobbs and his best bud Sophie.

As far as getting it to stand up again, make sure you shave the upper 1/3 of his ear...if you can't do it, a groomer can. Also, try massaging it regularly. That is all I know of to do!
