How about keeping him on a leash when you go out so that you can make him stay in the grass to avoid going on the deck? You can keep him on the leash, also when you come in the house, so that he does not run to another room to go potty, again. Keep him tied to you at all times until he can be more reliable. After a time, when he has demonstrated he understands not to go in the house, you can give him a little freedom.
Otherwise you may have to resort to belly bands. And he may be marking his territory and I don't know how you are going to stop that. (That may take care of itself when he is more mature.)
Don't worry, we know you are trying real hard and are doing everything right. We are just trying to give you more ideas and have you look at being more strict with Parker so that you can have success in housebreaking so that you don't have to find a new home for him.
