Parker should not be able to have run of the house, period, until he is housebroken. So when you let him out of the x-pen, you either need to tether him to you with a leash or you need to do nothing else but follow him when he is walking around the house. As soon as you see him squat, take him outside.

Cleaning your carpets is not enough. You need to be cleaning them with a urine neutralizer. Try Simple Solution or Nature's Miracle. You need to clean the pee area almost to saturation point, when there is an accident.

You need to minimize the # of accidents parker has, or he is not going to learn where you want him to go. So you need to get him on a strict potty schedule of every hour on the hour. You need to go out with him every single time and you need to issue the potty command, whatever you decide that is. He should not play while outside and should not come in, until he has pottied. If he refuses to potty, you need to put him in the crate or x-pen for 10 -15minutes and take him outside again and try again, and repeat until he goes potty outside.

It will be hard in the begining because it will consume a lot of your time. But it will get easier, when he understands the potty command and what is expected of him.

You need to create more successes for him, then oppertunities to have accidents. The only way to do it is to never ever let him out of your sight.

If he has a chance to go in the house, whether it takes him a second to go or longer, you are not watching him the way you should be watching him.
