That is CRAZY! How horrific! This is the 2nd time these dogs attack and the owner just get a citation

. That's absolutely nuts! They could have killed the lady too! Poor yorkie baby....so heartwrenching. I sure hope the neighbor will compensate her somehow. That's an outrage!
