Default Help needed

Since I do not own a yorkie yet I am always looking at the yorkie pups available in my area. I just got pictures of a tiny yorkie girl from here breeder.

She is CKC (Canadian Kennel Club) registered and is 14 weeks old. She is now 1.5 pounds. Is that too tiny and what health concerns and such would such a small pup have?
Her mom is 4 pounds, her dad 3.5 pounds.

I was also looking at her pic and her fur on her legs is really short, most pics I see of yorkie pups have longer fuzzy fur on their legs as well as their bodies. What do you all think? She also is quite expensive for our area at $2000.

Here are pics of her and her parents. Any input would be appriciated.
