For a lot of things you do in life you need a license or permit where you have to show that you are able and educated enough to do it. Just not for some of the most responsible things like having kids and animals. IMO there should be much more education on those subjects at home, at school and in the media.
No dog is born mean even though through breeding selection the agression level in some breeds is lower than in others.
As long as this mankind does not learn to live up to their meanings and possibilties there will be curelty, violence and injustice. The media do their part to make it worse by showering us with exactly that and 24/7.
