Hi , it's never too late for training. Our puppy chester the yorkie is two years old an i just trained him to use the wee pads. Mind you he will hold it in as long as he has too nearly 11 hours before he will use it. He is so use to going outside. It also gets very cold here in toronto canada and lots of snow. So this year I wanted him to have an option for when it gets really cold. last year it was like a low of -22 and we still had to take him out as he would not go on paper or pads.
When I had missy my old maltese she would not go outside at all ,she would hold it until we came in. I would have to take her for a very long walk.
You may have to use traing aid spray on the pad as well as outside so she knows she can go outside. You may also have to take her for very long walks ten min right after you feed her. Watch her carfully you may not even notice that she is going outside. When we got our new maltese ,chelsey two weeks ago I did not realize she went. Cause she is so small and very low to the ground. She is trained to go outside and in.
