The American Breed Standard doesn't mention height and length of back. It does say:

Well proportioned and very compact. The back is rather short, the back line level, with height at shoulder the same as at the rump.
The UK Breed Standard also has no height and length and says something very similar:

Compact with moderate spring of rib, good loin. Level back.
They are not committing themselves to measurements (other than max weight - both are 7lbs) but rather to a balanced appearance of the dog. So it's largely a judgement call that gives show judges and breeders something to argue about endlessly along with other issues. But it matters not a jot to pet owners, as long as their babes are happy and their conformations brings about no health problems (slipped discs and the like in dachshunds for example).

Everyone's Yorkies are the most beoootiful on the planet anyway.
