I think outside, anywhere, is just great.
On concrete, your clean-up is going to be a lot easier. Poos are so much more "pickupable", unlike in grass if you let it grow just a bit too long.

PLUS you can wash down/disinfect concrete and lessens the chances of your dog picking up mites, sticky seeds etc
