Yes, I think praise for outside is warrented,even if on the concrete. Is your grass kept short? My girl doesn't like to go on the grass if long and wet.
Do you use a potty phrase? I use 'Outside' and 'Go toilet'. She is beginning to scratch at the door to go out.
Steam clean your carpets to get rid of any lingering scent and just take her out often.Make sure she goes before bed and clean all bedding well.
My girl is just getting it now at 7 1/2 months--still hard if it rains a lot!! Persevere. Good luck.
