Ticket revenue. I am not trying to get you fired up. I just think anyone with half a brain can choose to put a seat belt on or leave it off. It is pretty obvious that a person is safer with it on, but good grief, we don't need a law to tell us that. My arguement isn't with seat belts, it is with having a law to make me wear one.
