I have just started litter training my puppy and so far so good. I suggest that you confine the dog to a small area until she/he's going consistently in the litter box, than open up the area. I don't let the dog play outside her "area" until she's gone potty.

The website for purina litter has some videos and a printable training schedule that I use.
