I had gone to Home Depot and bought almost the same green tomato fencing you are talking about, spent about $75 for enough of it to give my guy the entire yard to run around, only to have him start jumping through the railings of the porch to get out of the yard past the fence. So we went back to Home Depot, spent $3 on rope, $2.50 on 2 metal clasps, hooked one to our porch and one on Tiki's harness, and the little guy has free roam of the entire yard for a total cost of $5.50. You can't beat that!
