Can you get something that is large enough that the edges are actually on the outside of the pen, I don't know if they are held down with stakes or something? If so the linolium might work or you can look into getting a tarp. Some of them are pretty sturdy and I'm thinking that maybe if the edges are on the outside he won't be so apt to chew on it no matter what it is.
