yeah usually what i hear is that the owner (most men) don't want to neuter their male dog because they don't want to take away his 'manhood'. the owner will feel like their dog isn't a male anymore or they think that the dog will feel less manly. That's not cruelty, that's the owner anthropomorphizing their dog.
