I don't know if this will work, but you might want to try this: My cousin used to get calls from a Private number about 3-4 times a day. He would say hello, and nobody would answer. Well, it would make him mad, so of course I got mad too. I answered his phone one day and said: Just because you have your number blocked, does NOT mean we can't get your number. If you don't stop calling, we're filing a police report and they will get the Verizon phone records. So STOP CALLING!!!!!!!!! He actually stopped calling. And this went on for months and months prior to me yelling at the idiot!
I really feel for you. Questions: Does he block his number now? If he has caller ID, he might not be picking up the phone if he sees the police department's number. Maybe the police should go to his house! Do you know where the guy is from?
