I would try crate training again. Make sure that the crate is only large enough for him to stand up, turn around, and lay down. If the smallest crate you can find is still too large, then put a box in the back of the crate to make it half the size. Then take your doggie out every 3-4 hours to potty, then back in the crate. I have found that crate training is the best thing when potty training doggies
