I would agree you definitely need to be consistant.
You also need to make it seem like it's worth his
while. During the initial training stages we reward
heavily. Desired results bring lots of love and we
throw what we call puppy parties. We lay on the
treats and good boys/girls and really whoo hoo it
up. Once they know what positive behavior is they
do really tend to want to please you. When training
outdoors use a leash it makes having control so much
easier and it allows you to emphasize the go potty
command. If they don't go then they don't get full
roam of the house it's as simple as that. It doesn't
take too long to catch on...
