Could it possibly be fleas?? One time our Sophie got into some fleas and she had tiny red bumps all over her belly where the fleas had bitten her. Just a thought...
Hobbs has really itcy, dry skin and the vet recommended that we use Head & Shoulders shampoo & conditioner on him. His skin is so much better since we started using the Head & Shoulders.
