I dont know if this is safe or not...but it seems to work well. I put Kelsey's leash (the hand held retractable leash) I lock it and give it a little bit of string....so she can move around comfortably in the passenger seat. But the handle is hooked on the seat belt and i bucklet the seat belt. Does that make sense? It works great.
