Chachi, I'm so sorry that happened to your baby. I'm so glad she's OK. Yes, it is how the kids are raised and in a few instances kids are just born with mean streaks. I hope that's not the case with your neighbor's son. I don't know that I'd have the nerve to go talk to the parents. If you know them well and have a good rapport go for it. If they are not good neighbors it may not do any good. Sometimes a gentle reprimand of the child when he's in your yard and a talk of how to treat a small animal will make a huge difference.
