That's why you want to deal directly with a breeder, not a third party, AND you want to meet the breeder, be interviewed and ask your questions, have an idea of whom you are dealing with. Yes, there are breeders I do not will not won't think of ever recommending or going near because of the way they conduct their business as there are breeders that are only in it as a business. I can't think of any reason a broker would be picking up puppies or litters of puppies to resell other than to make money.
Your job in looking for a puppy is to be as sure as you can of whom you are dealing with and go through all the trouble of finding a good breeder, talking to them, pay the travel expenses to get yourself to them so you can see first hand their dogs and how they are kept.
Not a good idea to just get on your computer, pay through credit cards or paypal and have it shipped to you. How do you know where that puppy really is coming from, conditions it was raised in, whether or not the pictures you were sent are really of that puppy or its parents. Some have lucked out and found a puppy that way, many were not so lucky.
If you make a bad decision having gone to the breeder yourself, seen the dogs and puppies, then what the heck were you looking at or what stories did you fall for while you were there?
As you all know it is a lot of work and expense in finding employment, not near as hard doing the job once you have it as it was to find it. It is a lot of hard work finding a puppy and a good breeder, looking after that dog once you have it is not nearly as hard as what you will likely go through to discern a good breeder and someone you would want to buy from. YOur puppy you are buying you are hoping will be spending anywhere from 12 or 13 years and up with you. It is much more pleasant if the whole experience is a good one and someone you would go to again or recommend without hesitation.
Yes buying a pet should not lead you through the dark world of shiesters and bad people. Unfortunately, no matter what you do in life there are the leeches waiting to take your money. It is up to you to weed through the riffraff and stay away from them.
