It takes time, but they can be trained to not bark. With our last dog, we had a similar problem...she would get started barking and not stop. We had to train her to 'speak' on command and once we conquered that, we used the same technique to get her to 'quiet' on command. Just using lots of treats and lots of praise.

It does take time, but it can be done.
