what does the legislation say? what is the text of the bill? what is the budget of the local shelter? do they have the resources to perform a temperament test on every dog being brought into the shelter? how many of the same breed are already at the shelter and waiting for adoption? under what conditions are the dogs being brought into the shelter?

local interpretation of the law and the financial status of the shelter all have major effects on what happens to dogs that are brought into the shelter. i hesitate to say the euthanization of the dogs are because of how the legislation was written. i'm curious to see how it's written.
