I think it's a fantastic idea! There is a definite market out there for your services, as I know lots of people who take ok pics but don't have the editing skills to make them great. I have an old friend with a photo-editing business...check it out for some thoughts: Stephanie's Photo Magic

My only concern would be the framing & mailing...seems like you might be wide open for lots of complaints, as far as the glass breaking, frames damaged, etc...all of which can then damage your photo, too. In order to make any money at $15, you'd have to purchase a relatively cheap frame & then add packing materials & shipping/insurance costs...are you really making enough money for your time? (Of course, if you're able to get frames at wholesale, then it's a different story, because your out-of-pocket just dropped roughly in 1/2 for the frames themselves!

I've had a scrapbook & greeting card business for a couple of years now, so maybe I've been burned enough times to be cynical? LOL
