And - remember that "apples" have a lot more moisture than carrots when you make these treats......just in case - you don't want them too soggy.
I don't think I'd worry about the milk powder. I have noticed that "milk" (probably milk powder) is an ingredient in a lot of dog treats. And - though I don't give my dogs "milk" to drink, they do get some in many of the leftovers and other people food they eat....and it has never bothered them.
