Hi Kate - YES It will grow and just keep trying...it took me a long time to get a bow in the way I like them and for Chanel & Cheri to sit still for them - How old is your baby ?
I've never cut Chanels hair on the top of her head - a groomer went nuts once but she at least left that alone - It takes a while for some yorkies to grow their hair to full length - but just keep practicing and you'll find a way that works for you..With my 10 month old Cheri - I try to place her bows more in the front to keep that shorter hair out of her eyes - I found that barrettes don't hold her hair in very long cause they're always playing - so I stick with bows...Pet Edge has little bows with great elastics that just don't break...
With Chanel and her long hair - I place her bow further back on her head ..Does this help at all ?
