I'm not a breeder but thought since you asked.....personally if someone were purchasing puppies with the understanding the pups were registered and now that's not happening....I think yes, they are entitled to a refund. Simply put...it's the lack of papers that's ending the sale. The paper issue isn't any fault of their own....I understand it's not really YOU either....
I personally have purchased two puppies that were AKC registered but the breeders did NOT have the papers in hand. I trusted them to send them when they arrived. Of course, the situation is different from yours.
Friend who breeds yorkies had a problem with their female's registration...because AKC kept telling them her registration number had already been assigned else where....any way since they were having this fight with AKC and couldn't get the litter registered, they sold the pups for much less than they sell them with papers.
