i think "commercial breeders" are just large scale breeders who breed for profit. they'll usually have a usda license and breed/raise dogs/puppies in a kennel environment. but because they follow usda rules and adhere to their guidelines for the treatment of animals, they don't consider themselves "millers" who abuse and does nothing to care for the animals other than breed them.
