A commercial breeder is lincensed by the USDA. AS rule they ahve a large business..sometimes 100 to 500 dogs of many breeds..they produce dogs for a living. These pups are bought by the Huntt corp brokers and distributed all over the country to pet shops..a very common practice. They no long use AKC..and that is why APR was started..for the commerical breeders. Most everything in a pet shop is NOT from a breeder called a puppy mill, but a commercial breeder..it is a matter of terms...
