Most brokers buy from Commerical breeders and commerical breeders do not consider themsleves "millers"...in fact they get very nasty if you put their names in the same sentence...but a puppy factory is a puppy factory...it does not have to be dirty and have neglected dogs to be a factory..
Most registeries are now APR and ACA.
