ABSOLUTELY! This is the case more often than not. Puppy stores are trying to get around all the new education that that canine populous is putting out there warning potential puppy buyers about puppy mills and so on. SO, they'll often advertise exactly what you witnessed OR they'll sweeten the deal by saying that "These puppies come from private homes (or private breeders)"
And of course while it sounds good, it often just means back yard breeders or hobby breeders who have no care in the world for what they're producing. It's more quantity than quality. The most important thing actually I think is that the puppy's are cute and initially healthy and how many they can produce like this. They often don't care what the Yorkie matures into (including the health issues) and just how closely it resembles the AKC standard.
