romeo had the same problem. i got him in winter and wee wee pad trained him. come spring he would play outside , but not pee. i started walking him wit 2 other yorkies and he learned from them. he copied their behavior and started peeing outside. now he is great. only uses the wee wee pad when i'm out or if the weather is horrific. i totally recommend walking him with another dog. maybe a friend , relative or go to a dog park. yorkies are pack animals and they duplicate behavior. happy training.
