I use a collar on my Yorkie when I take her outside - only to pee - or when I'm doing close up work with her.
She always wears a harness when we go for longer walks and especially when she's outside playing on a much longer leash. This is when she runs and is at the end of her leash before she even knows it.
You could train her to heel in the house with a collar - I would think then that she might do the same thing wearing a harness when you go outside for longer walks.
