I've had great success with the bell method for several dogs now. Just tie it on the door that you go through to go outside. It will ring naturally when the door is opened. It you want, you can give it an extra jingle to call the dog's attention to it. Some people force the dog to ring it, but I never did that. My pups figured it out quite quickly. Of course, using this method means that you have to be prepared to let them out when they want to go outside whether or not they have to potty!
As far as teaching her to pee outside... are you sure you want her to change? Come cold weather in the fall, she may not want to go back to pee pads.
